Governor linked To A CO Accused of Earning Illegal Salary

A section of Kericho County Government staff together with some members of the public wants EACC, Senate and DCI to investigate claims of a Chief Officer allegedly related to Governor Prof. Paul Chepkwony who has been drawing salaries yet she has been away from duty for a worrying period.

According to the County Government official Website, Dr. Winnie Rotich is the current CO for Preventive and Promotive Health, and among the officials who were implicated by MCAs in 2018 for drawing salaries illegally.

A story available on the Standard Newspaper published on 8th June 2018 says the Members of the Kericho County Assembly (MCAs) passed a motion for the head of the payroll Lenny Ngetich to be surcharged millions of shillings for salaries and allowances drawn by senior county officers in office illegally and the officer in question, was among those who were implicated to be irregularly holding the public office.

The story adds that Dr. Winnie Rotich has been purportedly serving and drawing a salary as an acting County Chief Officer for Pharmaceutical Services, a docket that was neither established by the county Public Service Board nor approved by the County Assembly.

In a motion that was moved by Kapsoit MCA Paul Chirchir in June 2018, the assembly resolved that the individuals must be compelled with immediate effect to return to the county government any salary, allowance and any other benefit drawn for the period they were illegally in office.

Chirchir then told the press that would write to the Senate to request the Ethics and Anti-corruption Commission (EACC), Directorate of Criminal Investigation (DCI) and other relevant investigating agencies for a thorough investigation to be carried out.

According to our sources, the Chief Officer survived dodged and soon after became the governor’s soulmate.

It is alleged that after the post was explicitly created for her, the lady took a fully-paid maternity leave sometimes back and she is yet to report back to the office.

The first lady is said to be living at a lavish home in Nairobi’s Karen suburb and has not been to Kericho office to attend official duties.

Being a pharmacist, her post was earlier named pharmaceutical department before it was changed to Preventive and Promotive Health where she works as its Chief Officer alongside the former District Hospital Med Sup David Ekuwam who has been covering her up while she is away.

After relocation to Karen, the Chief Officer allegedly said yes I do to the county boss in a traditional marriage held at a discrete location though they were not given a marriage certificate.

An informer from his administration said the intimacy has affected the duo’s service delivery who spend a better part of their time away from Kericho.

In a recorded telephone conversation, the County boss hinted that the claims linking him to the lady were not new to him.

He further confirmed that the story had gone viral in the past, though the claims talked about Athi River but not Karen.

Speaking to our Journalist, he confidently said he has been reported by more than two national papers though he says the story is false and clams labeled doesn’t add up alleging it could even be worse for him if the story linked her to a minor from a village n Kericho.

The Journalists based in Kericho says that the office was left vacant and nobody has been placed there in an acting capacity.

At the same time, Kericho residents are upset that despite receiving billions of devolved funds the county has not established a single mega project since 2013.

Gilbert Mutai said the administration promised to upgrade health, build stadiums, fence Uhuru and Moi gardens, initiate pineapple, sweet potatoes factories and establish a university in Sigowet/Soin Subcounty but nothing so far.
